Dear Members of the Service,
Nelson Mandela once said, “Education is the most powerful weapon you can use to change the
world.” This scholarship guide identies various opportunities for you to expand your education and
develop crucial skills that will change your career and benet the department.
Continued learning enables us to excel both personally and professionally, and is invaluable to all
members of the service who seek to better their careers. It is our duty to understand the importance
of the roles we play as part of the greatest police department in the world, and continually strive to
improve our ability to protect the freedoms that make our society great.
I strongly encourage you to take advantage of the various opportunities available to all uniform
and civilian members of the service, including traditional scholarships, non-traditional educational
opportunities, educational leave grants and a variety of tuition reduction programs. This guide will
help you identify the opportunities suitable to your rank or title.
All scholarship decisions are objective, based on prior academic performance, professional evaluations
and Departmental recommendations, among other factors. Some awards are more competitive than
others, but there is no limit to how many times you may apply to any one scholarship. So I encourage
you to read this guide carefully, and take the rst step toward a more rewarding career. The only
failure is the failure to try.

Training Bureau Scholarship Unit
The mission of the Scholarship Unit is to develop
educational opportunities for all members of the service
by creating partnerships with colleges, universities,
and other institutions. This coordination of resources
is executed with the purpose of enhancing personal
and career aspirations of members of the Department.
Coordinating educational resources results in a more
knowledgeable and professional workforce.
The Scholarship Unit seeks to enhance the Department’s
educational opportunities and provides counseling
for members on how to proceed with their academic
endeavors. The staff encourages uniformed and civilian
members to take advantage of the numerous scholastic
opportunities available and maintains literature on the
various Departmental programs. The Scholarship Unit
also hosts an annual college fair, each spring, which
provides members with an opportunity to interact
directly with representatives from various institutions
of higher learning.
Whether you are an entry-level employee wishing to
enhance your career potential or a tenured manager, a
continued education provides an opportunity to enrich
your career and is a worthwhile investment. In addition
to enhancing your skills within the law enforcement
eld, pursuing higher education may provide an
opportunity to explore alternative careers. Many of our
uniformed and civilian members have pursued careers
in medicine, teaching, government, and various other
professions. In addition to opportunities offered by
the Department and the City of New York, the various
employee unions, religious, and fraternal organizations
offer educational opportunities as well.

Converting Police Academy Training to College Credits
If you want to further your education or meet
promotional eligibility requirements, the educational
credits earned, for training courses completed at the
Police Academy, may be converted into college
credits. If you are currently attending college, have
your ofcial Police Academy (PA) transcript (which
may be requested from the Training Records Unit
212-477-9750) forwarded to your school to be listed
on your ofcial transcript. Please note, some credits
earned at the PA may not be accepted by the school,
and most schools will not include your PA credits on
their transcript unless you are an enrolled student.
Currently, sixty-four (64) college credits are required
for promotion to sergeant. Ninety-six (96) credits are
required for promotion to lieutenant, and a bachelors
degree is needed for promotion to captain. It is
important to remember that these are minimal
requirements. Many members enhance their career
potential by pursuing advanced degrees (which may
be accomplished through Department scholarship
programs). The Educational Tracking Unit (ETU)
monitors the eligibility of candidates for promotion.
It also manages and updates the education records for
all members of the Department.
Institutions such as Excelsior College, Frederick
Community College and Thomas Edison College
provide a service called “credit banking.” Credit
banking is a program that consolidates all of your past
educational credits, test scores, and employment
training records, earned from various sources, and
puts them together on a single transcript (i.e. FEMA,
Corrections, Police Academy, and accredited
professional training courses). Members of the
service are advised to refer to Operations Order
13-2008 for further information on the “On-Line
Education Prole Via the Intranet,” and are urged to
keep their On-line Education Profiles updated to
avoid unnecessary delays with promotion eligibility
in the future.
Military transcripts are also accepted by the
Department’s Educational Tracking Unit (ETU).
These transcripts will only be accepted from ofcial
military branch personnel departments. Credit
banking services for military credits is unnecessary, as
the ETU accepts multiple transcripts from the various
accredited schools attended.
Contact the Training Records Unit (212) 477-9750 to
have the ofcial transcript of all PA courses forwarded
to the school or the credit banking service of your
choice. Once the school has listed the education
credits earned at the PA on their ofcial transcript,
have that ofcial transcript forwarded directly to the
Education Tracking Unit to update your records. For

1. Log onto the NYPD’S FINEST Intranet homepage
2. Select WORK
3. Locate the APPLICATIONS heading
4. Click on the blue area beneath “Online Computer
Systems to Help Get the Job Done (this area will
change color when touched by cursor)
5. Select PERSONNEL APPLICATIONS
6. Select “Education Tracking Login
7. First time users select “New visitors click here
to register
8. Follow instructions listed (do not enter dashes
in SS#)
9. Use proper format for dates (mm/dd/yyyy-
4 digit year)
10. For optimal results select an eight (8) character
password formatted like the one indicated
here (Abc12345) at least one capital letter, two
lowercase letters and ve (5) numbers
11. Upon navigating to the entry page, select the
appropriate state and enter college attended,
degree earned, major/minor, credits earned, date
of graduation and military branch, if applicable.
To complete your record update, have an ocial
transcript forwarded to the ETU from a college,
university or other accredited higher education
institution (including the United States military
branches) to the address indicated below.

Preparing for the application process can be
overwhelming. The following page provides a
detailed explanation of how to master the process.
If you have difficulties with the application
process, the Scholarship Unit staff will be happy
to assist.
Undergraduate Programs
Enrolling in a program of any type involves a process
in which you are expected to complete a detailed
application form and, in many instances, requires
that you provide transcripts from schools previously
attended. Once you have completed the application,
you will need to report the number of credits that you
received from other colleges, as a result of your
Police Academy Recruit Training or In-Service
Training to the school you are applying to.
The best advice for completing a college or university
application is to have the institution’s academic
advisor review the application to ensure its accuracy.
Additionally, most colleges require that you submit
letters of recommendations from either former
teachers or current employers. It is important that
you make note of application deadlines, especially if
you intend to apply for financial aid, which will
require an additional set of applications.
The Training Records Unit will assist you in obtaining
recruit school credits and in-service course credits by
sending you a Transcript Request Application. The
Transcript Request Application requires specific
information such as appointment date, year of recruit
school attendance, as well as the company number.
In order for a college or university to accept recruit
school credits, an ofcial transcript generated by the
Training Records Unit must be sent directly to the
academic institution in which the member is currently
enrolled. The institution will determine how many
credits they will accept; and it should be noted that
credits are not automatically granted for completed
NYPD training programs. It is recommended that all
individuals requesting recruit credits and/or credits
for specific in-service courses and any other
accredited courses taken in the Department call the
Training Records Unit, located at the Police
Academy, Room 833 for an application. The Training
Records Unit can be reached at 212-477-9750, forms

Graduate Programs
In addition to application forms, transcripts, and
recommendations, many graduate programs require
standardized test scores, such as the Graduate Record
Examination (GRE), and the Law School Aptitude
Test (LSAT), (see Appendix B, pg.65).
Most programs accept standardized test scores
taken within ve years from application date. Test
Scores in excess of ve years will not be accepted.
Each school will post its own deadline for
submission of scores.
Tests such as the GRE and LSAT are made up of
pages containing vocabulary tests, reading
comprehension tests, analytical questions, writing
samples, and some may include mathematics. There
are many ways to prepare for these exams. Several
continuing education programs in the City
University of New York system offer preparatory
classes, and there are also several privately run
schools that specialize in this type of test preparation.
If time or money is an issue, workbooks with sample
tests and practice questions are available in
bookstores. If you have access to the internet, there
are several relatively inexpensive tutorial programs
available on-line. Regardless of the method, taking
the time to prepare will increase the probability of
doing well. The sources are cited in Appendix B.
Continuing Education Programs
The application process for continuing education
programs is generally easier. Since there are no
degrees involved and the studies are less formal,
students simply sign up for courses. Some of the
more difcult certicate programs may require a
formal application process, but even these are less
time-consuming than traditional, degree-granting
programs. Registration is also a much faster process;
and often students can register for courses a few
weeks, or days before classes begin.

Eligibility Guidelines For All
Scholarships
Applicants are required to have a minimum
of three years of service in good standing and
remain in good standing throughout the
duration of the scholarship.
With the exception of the Police Reserve
Association grant, NYPD personnel are only
eligible for one scholarship during the course
of their service with the Department.
Some scholarships require applicants to have
taken the Graduate Record Examination
(GRE) Test, Graduate Management
Admissions Test (GMAT), or the Law School
Admission Test (LSAT) within the past ve
years.
Recipients of a Department scholarship must
agree in writing to remain in the Department
for a minimum of two years subsequent to the
completion of their nal semester. Some
scholarships require a longer service
commitment subsequent to program
completion.
The Scholarship Committee will award each
scholarship based on fulllment of the
eligibility requirements, in conjunction with
prior educational and professional
performance (i.e. applicant grade point
average (GPA), Departmental Annual
Performance Evaluations) and personal
statement.
A 3.0 grade point average (GPA) is preferred.
Selection and Award Criteria
Applicants must be accepted by the school
offering the scholarship in accordance with their
academic standards and application process. The
Scholarship Committee makes the nal
determinations for all awards, except for New
York Law School and St. John’s School of Law.
The Admissions Committee at each law school
will determine scholarship recipients.
Awardees must agree in writing to remain in the
Department for two years after their nal
semester of being awarded the Educational
Leave Scholarship or New York University
Scholarship.
Awardees granted a paid leave of absence for the
Harvard University, SUNY at Albany, Hunter
College, or the Police Commissioners
Scholarship, must agree in writing to remain in
the Department for four years after nal
semester of award.
Awardees granted a paid leave of absence for the
FBI National Academy and CHDS Naval
Postgraduate School must agree in writing to
remain in the Department for three years after
nal semester award.
Awardees are required to supply an ofcial
sealed transcript upon completion of each school
semester, and proof of enrollment for the
following semester for continuation of
scholarship. A UF49 must be submitted if
awardees are declining their awards, or are
unable to fulll their educational commitments.

date (no later than December 31, of the current year).

Undergraduate
Pace University
Award: Pace University offers one (1) full
undergraduate scholarship each year, covering
tuition costs. e cost of fees and books are paid by
the recipient. Class attendance is strictly during
off-duty time; no paid leave of absence will be
granted. is scholarship can also be used for the
iPace program.
Eligibility: Police Ofcer, Detective, and Sergeant.
Candidates must have a positive service record,
provide a letter of recommendation, and submit a
written personal statement.
Academic requirements:
Candidates must be a high school graduate
with a total grade average of 85 or higher and
a combined verbal and quantitative SAT score
of 1100.
A minimum 3.0 grade point average (GPA)
from an accredited college or university is
required.
Pace University offers a wide variety of programs
in liberal arts, education, psychology, business
(administration, marketing and accounting),
computer information systems and programming,
all leading to a bachelors degree. Scholarship
recipients may select the program of their choice.
Undergraduate
St. Josephs College
Award: St. Joseph’s College School of Professional
and Graduate Studies offers one (1) full undergraduate
scholarship each academic year, covering tuition costs.
The cost of fees and books are paid by the recipient.
Eligibility: Any full time employee of the New
York City Police Department (uniformed or
civilian), who has been accepted to St. Joseph’s
College School of Professional and Graduate
Studies.
Academic requirements:
A minimum 2.0 GPA from an accredited
college or university; or a minimum 3.0 GPA
from a recognized accredited college
(www.apc-colleges.org) is required.
Applicants must meet the general admission
requirements of the school.
A writing sample must be provided.
Eligible candidates may submit an admission’s
application online or in person at the Admissions

Graduate Program
Harvard Kennedy School
Award: The Harvard Kennedy School offers one
(1) scholarship leading to a Masters Degree in
Public Administration. The scholarship recipient
will receive a ten and a half (10 ½) month paid leave
of absence. The student will pay expenses such as
travel, room and board, tuition, fees, books, etc.
However, the New York City Police Foundation
provides a grant of $15,000 to defray expenses.
Eligibility: Rank of Sergeant, Lieutenant, Captain,
or managerial civilian with a minimum of seven
years of service at the time of application. Recipient
of the award must agree in writing to remain with
the Department for four years upon completion of
the program.
Academic requirements:
Applicants must have a bachelors degree
from an accredited college/university by June
of the year prior to entering the program, with
a nal grade point average (GPA) of 3.0 or
higher.
Candidates must have taken either the
Graduate Record Examination (GRE) or the
Graduate Management Admissions Test
(GMAT) within the last ve years.

Hunter College
Award: The Department will grant a twelve (12)
month paid leave of absence for two (2) uniformed
members of the Department to pursue a Master of
Science Degree in Urban Affairs at Hunter College.
Recipients will be required to pay full tuition and
meet the same academic standards for admission as
other applicants to the school.
Eligibility: Police Officer, Detective, Sergeant,
Lieutenant, or Captain with a minimum of three
years Department service at time of application are
eligible. Recipients of the award must agree, in
writing, to remain with the Department four years
upon completion of the program.
Academic requirements:
A minimum grade point average (GPA) of 3.0
or higher from an accredited college/university
is required.
Graduate Program
New York Law School
Award: New York Law School offers scholarships to
uniformed members of the service for both the full-
time (three year) and part-time (four-year) JD Programs.
Scholarship decisions are made by the admissions
committee at the time admission is offered.
Eligibility: Candidates must be a uniformed member
of the service with a minimum of three years service at
time of application. A letter of recommendation from
the candidate’s immediate supervisor as well as a
personal statement are required.
Academic requirements:
Candidate must gain admission to New York Law
School.
Candidates must have earned a bachelors degree
from a regionally accredited college or university
with a grade point average placing candidate above
the median law school’s entering class. (Note: the
median GPA currently stands at 3.17, however, this
is subject to change).
Candidates must have taken the Law School
Admission Test (LSAT) within the past ve years
with a minimum score of 151.

Graduate Program
New York University - Robert F. Wagner
Graduate School of Public Service
Award: One (1) scholarship is available on a yearly
basis for two (2) public administration programs.
One leads to a Master of Public Administration, the
other leads to an Executive Master of Public
Administration. The scholarship provides for partial
tuition cost for both programs (paid by the NYC
Police Foundation and NYU Wagner). Recipients
of this scholarship will also be granted an
Educational Leave Scholarship (subject to eligibility
criteria on pg.17) for the duration of the program.
The balance of tuition, fees and cost of books will
be the responsibility of the student. Class attendance
is strictly during off-duty time.
Eligibility: Candidates for the Master of Public

This scholarship is to be applied towards a degree

Award: One (1) scholarship will be provided to a
uniformed member of the service consisting of a
one-time grant of $15,000. In addition, the
scholarship will afford the applicant a ten and a half
month (10 ½) month paid leave of absence to earn
their graduate degree.
Eligibility: Must be in the rank of Police Ofcer
through Captain. Applicants must have a minimum
of seven years of service in good standing.

Police Reserve Association Scholarship
These grants are designed to encourage and support
ranking members of the service to continue their
education beyond the undergraduate level at
accredited colleges/universities.
Award: The Police Reserve Association offers
three (3) $1,500 one-time scholarship awards to
three (3) uniformed members of the service
(UMOS). One will be in the honor of Chief Michael
Markman.
Eligibility: Candidates must be a uniformed
member of the service in the rank of Police Ofcer
through Captain.
Academic requirements:
Candidates must be enrolled in a Graduate
Program (Masters, Ph.D., JD, etc.) at an
accredited institution.
A minimum of six credits must be completed
each semester.
A grade point average (GPA) of 3.0 or higher
is required for initial eligibility.

Award: St. John’s University School of Law offers a
law enforcement scholarship for its evening program.
Class attendance is strictly during off-duty time.
Eligibility: Candidates must be a uniformed member
of the service with a minimum of three years of service

from an immediate supervisor and a personal statement
are also required.
Academic requirements:
A bachelors degree from an accredited college
or university, with a nal grade point average of

Admission Test (LSAT) within the past ve

School of Criminal Justice
Award: The School of Criminal Justice of the State
University of New York at Albany, in conjunction
with the New York City Police Foundation, offers
two (2) full tuition graduate scholarships leading to
a Master Degree in Criminal Justice each year. This
scholarship covers tuition costs. Cost of fees and
books are to be paid by the student. Recipients are
also responsible for costs related to travel, as well as
room and board. A ten and a half month (10 ½ )
paid leave of absence will be granted, and the
recipient must agree in writing to remain with the
Department for four years after completing the
degree program.

Educational Leave Scholarship Program
Award: Up to a total of twenty-four (24) Educational
Leave Grants are available to members who are
enrolled in postgraduate programs (one grant will
be awarded annually to the recipient of the New
York University Wagner School of Public Service
Scholarship). The Department’s Educational Leave
Scholarship Program awards members annual paid
educational leave grants of eighteen (18) days, nine
(9) days per academic semester.
Members may use educational leave days at their
own discretion, with minimal limitations, to attend
class, prepare for exams, or to participate in
internships or other aspects of their academic
development. Continuance of each award is
dependent on the student maintaining enrollment in
a graduate program, having a GPA of 3.0; and
submitting necessary documentation to the
Scholarship Unit each semester.
Note: Restrictions apply regarding when the
recipient of the award may take educational leave
days. For complete details refer to Operations
Order number 5-6 dated 2/13/98 and Personnel
Bureau Memo number 2 dated 1/14/97. Copies are

Security (CHDS) Naval Postgraduate
School (NPS) - Masters Degree in
Homeland Security
The eighteen (18) month CHDS on-line masters
degree program is provided at no cost to state
(including members of the National Guard under
Title 32), local municipality, and U.S. Department of
Homeland Security (DHS) government employees
(including the U.S. Coast Guard) accepted into the
program.
Award: Designed to accommodate the busy
schedules of today’s leaders, the on-line program
requires participants to be in-residence only two (2)
weeks per quarter (for a total of 12 weeks on job
time). All travel and tuition expenses are paid for
eligible participants. Participants complete the
remainder of their coursework via network-based
distance learning methods. Applicants must meet the
following minimum qualications to be considered
for admission:
Candidates must be employed full-time by a
local, state or DHS federal government agency
or the U.S. military, and have homeland security
experience and responsibilities.

FBI National Academy
The FBI National Academy has long been a vital
element in the continuing improvement of law
enforcement standards, knowledge, and cooperation
throughout the world. The National Academy
experience provides a wide range of leadership and
specialized training, as well as an opportunity for
professional law enforcement officers to share
ideas, techniques, and experiences during ten (10)
weeks of courses that are accredited by the
University of Virginia.
Award: Attendance to ten (10) weeks of classroom
study during one of four sessions conducted
annually at the FBI National Academy in Quantico,
Virginia. Room and meals are provided by the
Academy, but students are responsible for providing
their own means of transportation.
Eligibility: Potential candidates must be uniformed
members of the service in the rank of either Sergeant
or Lieutenant with a minimum of ve (5) years of
service at the time of application. Applicants must be
in excellent physical condition, capable of vigorous
physical activity, and able to meet established FBI
weight requirements.

Professional Fellowship in Police
Studies Fulbright Program with the
United Kingdom
The United Kingdom Fulbright Commission in
London offers professional fellowships in the eld of
Police Studies. The Fellowships are made available
under the Fulbright program to enable active police
officers and police administrators to expand their
professional expertise and experience conducting
research into an aspect or a problem of policing
shared by police departments in the United States
(U.S.) and the United Kingdom (U.K.). These
fellowships are being made available under the
Fulbright program to allow police professionals to
broaden their professional perspective and contribute
to greater U.K. / U.S. understanding. Applications
are welcome from any applied area of domestic
police work or police administration. Researchers or
academics in criminal justice are not eligible for this
professional award that is targeted for the practitioner.

Award: Candidates approved by the Department
and selected by the Fulbright Commission will be
granted paid leaves of absence to participate in
these programs. The fellowship is for a period of
three to four months. The starting date is to be
arranged with the U.K. Fulbright Commission, but
the grant must begin no earlier than September of
the following year that the application is submitted,
and completed by August of the next year. The
award consists of a xed sum grant of 5,000 British
Pounds Sterling (travel inclusive), or approximately
$8,000 USC.
Eligibility: Applicants must be currently employed
by a domestic police force, must be recommended
by supervisory staff within their Department and
hold a position of authority at the rank of Sergeant
or above.
Academic requirements:
Candidates holding a bachelors degree in
criminal justice, police studies or a related
discipline in the social sciences are preferred.
The fellowship is for professional
development and the exchange of ideas with
British counterparts. Applicants must develop
a substantive project and demonstrate that
participation in the program will produce
benets of signicance to the larger law
enforcement community.
Candidates must supply information on
possible hosts in order to be competitive.
Successful candidates will arrange their own
afliation to a higher educational host
institution appropriate to the research topic. A
letter of invitation is not required at the time of
application, but is advantageous. The proposed
host institution should have links with the U.K.
police forces.
Projects: All projects should be focused on issues
pertaining to policing and should be of obvious
potential worth to the applicants’ home department
in the U.S. and to the larger law enforcement
community. Applicants are encouraged to consider
the value of the chosen topic in relation to both
home and host institutions, and to consider any
legal issues that may be involved with the research
(i.e., applicants should make certain the topic
chosen is not one from which U.S. police are barred
from participation).
Applicants should consider the feasibility of
completing the proposed research in the time frame
proposed. An important concern, also, is that the
project be one that requires the candidate’s presence
in the U.K. to accomplish the research. If the work
can be done in the U.S., there is no need to send the
applicant to the U.K. Applicants are encouraged to
consult with ofcers in the eld about interest in
and use of work proposed.

The New York City Police Reserve Association
offers an in-service scholarship of $5,000 for one
year to a uniform member of the Department who is
pursuing a Doctoral degree in areas concerning
Criminal Justice. The scholarship award is offered in
memory of retired New York City Police Department
Lieutenant and former Deputy Commissioner of
Training for the NYPD, the late Dr. James Fyfe.

The Citywide Training Center offers many courses
that feature a curriculum designed to meet with
training and professional development needs of all
staff levels of our City’s workforce. Some of the

The Department of Citywide Administrative Services
executive development offers two programs: The
Leadership Institute and the Management Academy.
The Leadership Institute is an intensive four month,
part-time, executive development program consisting

the Department of Citywide Administrative Services.
This program is for outstanding senior managers
who are prepared to lead operational change
initiatives that reinvent or improve the delivery of
city services. It is limited to members in positions of
Director or Captain and above. Participants attend
the program on Department time. The recruitment
period is during the summer for class attendance in
the fall.
The Management Academy is an intensive three
month, part-time executive development program. It
provides an opportunity to enhance leadership skills,
learn about managerial systems and better understand
formal and informal government processes. It is
limited to members in the titles of Sergeant,
Lieutenant, and civilians in managerial roles.
Participants attend this program on Department time.

Adelphi University - Emergency
Services Administration Program
University College at Adelphi University offers uniformed
and civilian members of the service the following benets
to enroll in their Emergency Services Administration
Bachelors degree:
Applicants receive credit for accredited courses
completed at the Police Academy.
Members who have graduated from the Police
Academy since 2007 may be eligible to receive as
many as thirty-six (36) credits from their recruit
training.
Continuing education training, such as Emergency
Medical Technician Certification or Accident
Investigation Course will allow members advanced
standing based on the College Credit
Recommendation Service evaluation.
An Emergency Service Unit Officer, who is also a

Manhattan College is offering uniformed and
civilian members of the service tuition reduction for
an accelerated Bachelor of Science Degree Program
in Organizational Leadership Studies and a Master
of Science in Organizational Leadership.
Members of the service, both uniformed and
civilian, receive a tuition reduction of twenty-ve
percent (25%) below the regular tuition for both
programs.
The Bachelor of Science in Organizational
Leadership Program is designed to provide adult
students a non-traditional opportunity to complete
an undergraduate degree. The sixty (60) credit
program is accelerated and it is offered in a highly
structured, hybrid format. Each group of students
proceeds, as a cohort, through a series of courses
and experiences leading to a common completion.
Students meet once a week and courses are seven
weeks in length.

Professionals Grant
Monroe College, which offers classes at their Bronx
and New Rochelle campuses, on-line, and at their

education. Monroe College has created a special grant
to be awarded to members of the NYPD. The College
recognizes the need to make higher education more
affordable for the uniformed members of the NYPD.
A total of fty (50) Law Enforcement Grants will be
available to uniformed members of the service who
enroll either part-time or full-time in an associate’s,
bachelors or masters degree program at Monroe
College. The grant provides a fifty percent (50%)
tuition reduction to those students who qualify.
Civilian members will receive a twenty percent (20%)
tuition reduction.
Eligibility: This grant is available to all active,
inactive, retired, and disabled members of the NYPD.
Recipients must meet all of the undergraduate
admissions requirements and be accepted to the
college. For the fty percent (50%) tuition grant, an
essay and a formal interview with the Dean of the
Criminal Justice Program are mandatory in order to be
considered as a candidate for the grant.

Brooklyn Law School Criminal Justice
Post Graduate Fellowship Grants
The Criminal Justice Post-Graduate Fellowship Fund
was created to promote public service criminal law
practice by Brooklyn Law School graduates. This
idea is facilitated by awarding loan repayments
stipends to graduates who have been practicing public
criminal law, (i.e. Legal Aid, Public Defenders,
District Attorneys’ Ofces, Juvenile Justice Agencies,
and other government agencies) for ve consecutive
years.
The purpose of this program is to enable experienced
and committed graduates with substantial educational
debt to continue practicing in public sector criminal
law. The program hopes to help the graduates lessen
their debt burden, and to inspire an abiding
commitment to the practice of public sector criminal
law. The fund will award at least two $7,500 grants
annually.
Eligibility: Applicants must be currently practicing
in the area of public sector criminal law (including,
but not limited to, work for prosecutors or public
defenders) for at least five consecutive years.
Applicants must have educational debt of at least
$30,000 at the time of graduating from law school,
and signicant remaining indebtedness.
Applicants must consent to permit the fellowship
committee to use any information by the applicant
for publicity purposes.
Note: The principal criterion for awarding the
fellowship is an outstanding commitment to public
sector criminal law. Applicants can demonstrate this
commitment in numerous ways including professional
services, community work, or participation in various
bar associations and committees.

Criminal Justice
Iona College offers a thirty percent (30%) tuition
reduction on two master degree programs to the
uniformed, civilian and retired members of the service
at the main campus in New Rochelle, NY. The
discount is offered to students admitted in the Master’s
Program in Criminal Justice which offers the
opportunity to earn a certificate in Forensic
Criminology concurrently.
At the Rockland Graduate Center, Iona offers this
discount for students admitted to the Master of
Business Administration (MBA) program. The
program is a part-time program designed for
students who are employed but seek to continue
their education.

Security Management
Long Island University’s Homeland Security
Management Institute offers a Master of Science in
Homeland Security Management. This is a thirty-six
(36) credit inter-disciplinary program of professionals
working in various areas of homeland security, i.e.,
emergency management, emergency preparedness,
law enforcement, the intelligence community, and
the private sector.
The Homeland Security Management Institute’s
Masters Degree is delivered in an asynchronous
online format that allows busy professionals to
participate in classes regardless of their geographic
location, time zone, or busy professional schedules.
The Homeland Security Management Institute
generally requires a bachelors degree from an
accredited institution, and an undergraduate grade
point average of 3.0 or better. Eligibility for admission
to the program will be evaluated on an individual
basis. Given the challenging nature of this rigorous
course of study, students are expected to demonstrate
outstanding writing, research, analytic and critical
thinking skills.

Marist College - Master of Public
Administration Degree
The Master in Public Administration (MPA)
program at Marist College prepares students with
the knowledge, skills, and values to be professionally
competent and ethical leaders of a diverse work
force in public and nonprot organizations. This
program is ideal for emerging leaders within the
NYPD, while also offering flexibility of growth
should you choose to pursue a secondary career in
the future.
MPA Students have two exciting formats to choose
from. The hybrid cohort approach is offered at the
New York City Police Academy, where students
attend class just one night a week, or students have
the option of pursuing the program one hundred
percent (100%) on-line. Whichever format students
choose, the degree can be completed part-time in
two and a half (2 ½) years.
Marist College offers uniformed and civilian
members of the service the Masters in Public
Administration (MPA) at over fty percent (50%)
off the cost of tuition (currently $333 per credit).
Academic Requirements for the MPA:
Applicants must have a bachelors degree from
a regionally accredited college or university.
A GPA of 3.0 or higher is optimal.
If your GPA is less than 3.0 please contact Marist
advisors for possible options to waive the GRE.
Eligibility: All active and retired sworn ofcers, and
active civilian employees of the service in good

Disaster Management
Today’s emergency management professional and
first responder is challenged to manage new and
varied threats, security concerns, and crises. The
ability to manage vital tasks in these situations
requires advanced skills in emergency operations
and disaster management. In response to this growing
need, Metropolitan College of New York announces

The College of Education and Human Services at
Seton Hall University announces the following

The Master of Arts in Human Resources Training
and Development is designed for members of the
law enforcement profession, by faculty and
experienced practitioners in the field. The
curriculum is tailored to meet the needs of students
currently in or aspiring to leadership positions in
their respective organizations. The program
provides students with the necessary tools to
analyze complex challenges and manage the daily
operations of a public agency within any level of

The thirty-six (36) credit program enables law

Professional Studies In Criminal Justice
Leadership (M.P.S.)
The Masters Degree in Criminal Justice Leadership is
available to uniform and civilian members of the
Department. This unique degree prepares students for
management and executive-level positions by
examining the critical issues facing the criminal justice
system. The program employs an integrative approach
that links theory with professional practice. As a result,
the students gain the advanced knowledge and
leadership skill that are essential for executive positions
in the police service.
St. John’s University grants a public scholarship to all
members of NYPD who are admitted to the program.
The scholarship provides a thirty-three percent (33%)
tuition reduction for uniformed members of the service.
The Masters degree in Criminal Justice Leadership is a
thirty-six (36) credit program of study. Classes meet
once a week. To facilitate the learning process, students
take one course at a time in this innovative graduate
program.

A bachelors degree from an accredited college
or university is required.
Applicants must have a minimum cumulative
grade point average of 3.0 for admission.

Crime Management
Utica College offers a Master’s Program in Economic
Crime Management for both uniformed and civilian
members of the service. This program prepares the
student for the ght against cyber-crime by enabling
them to be effective in the prevention, detection, and
investigation of economic crime.
The master degree can be completed in six semesters
over a two-year period. Each semester, the student is
required to attend a one-week residence at the Utica
College Campus, with the remaining course work
completed via Internet. Utica College is accredited
by the Commission on Higher Education of the
Middle States Association of Colleges and Schools

John Jay NYPD Leadership Program
The New York City Council, with the Mayor’s support,
offers four tuition-free undergraduate or graduate
courses to sworn members of the NYPD uniformed
service. Students who successfully complete the four
courses will be awarded a certicate of completion.
Each class is worth three credits and applicable
toward graduate or undergraduate degree
requirements at John Jay College. Students are
limited to a maximum of twelve (12) credits earned
during the life of the program. The scope and duration
of the program are dependent on continued funding.
The John Jay College NYPD Leadership Program
provides ofcers and supervisors with skills that
develop police leadership and tools that enhance
public safety service delivery in a multi-racial,
multi-cultural city. Classes meet every Friday for
during the fall and spring semesters. For your

John Jay Tuition In-Service Program for
Retired Uniformed Members of the
Service
John Jay College offers the In-Service Program for
retired NYPD uniformed members of the service
interested in obtaining the bachelors degree.
Students may receive up to thirty (30) credits from
basic academy training applied to their bachelors
degree. Students with previous education credits
may receive up to ninety (90) credits combined
(academy and college credits) applied to their
bachelors degree.
Graduates of the New York City Police Academy,
who have earned at least twenty-eight (28) credits
in liberal arts courses, will be exempt from the
CUNY Common Core portion of the College’s
General Education program. These students will
still need to complete six (6) credits of the John Jay
College Option (three {3} credits in the Justice
Core 300-level and three {3} credits in either the
Learning from the Past or Communications
categories) to complete their general education
requirements.

Scholarship
This memorial scholarship is a charitable educational
donation of $50,000 from Dr. and Mrs. R.B.
Palaniyandi to Brooklyn College.
The Balambal Palaniyandi Memorial Scholarship is
for a student who has demonstrated character whose
spouse and/or parent is/was a member of the
firefighters, police officers or emergency services
personnel. Special preference will be given to those
whose spouse and/or parent died in the line of duty.

Fund - Iona College
Award: The Iona College Arthur Crames Endowed
Scholarship Fund provides financial aid for the
children of members of the Department. The
minimum scholarship award is $500 each semester
or $1,000 each school year.
Eligibility: Children of deceased or disabled
uniformed members of the NYPD, and children of
active NYC Police Ofcers are eligible. Funds are
limited, and priority will be given to children of
police ofcers who have been killed or disabled in
the line of duty. This allows for children of all active
police ofcers to apply for any remaining funds.

Scholarship Fund
The Hundred Year Association of New York funds
college scholarships for children of career civil service
employees. The scholarships range from $1,000 to
$6,000. The awards are issued to children of permanent

part is paid by the City of New York. Selections are
based on scholastic achievement, leadership, on
participation in school and community service activities,
as well as on scores on SAT or ACT exams. These

This scholarship is available to students ages fourteen
(14) through twenty-four (24) years of age who are
pursuing an undergraduate degree in any eld of study.
They must be the children of police ofcers who died
in the line of duty. The requirements are that these
children are enrolled in, or accepted by an accredited
college or university. The award is funded by the New
York City Police Foundation and varies in the amount

Examination and Awards
The Police Reserve Association holds its Annual
College Scholarship Examination at the Police
Academy each year. Eight (8) awards are issued, one
(1) for $2,500, two (2) for $1,500, and ve (5) for
$1,000. These awards will be issued to sons and
daughters of active or retired uniformed members of
the New York City Police Department. The exam is
open to college bound high school seniors who will
attend a two or four year college and be matriculated
from September 1st to August 31st of the current year.

of New York, Inc., is composed of NYPD Honorary
Police Surgeons who have donated $6,000.00 for a
scholarship fund in honor of former New York City
Police Department Surgeons Clarence G. Robinson,
MD and Robert E. Thomas, MD.
Award: Police Surgeon Scholarship fund provides
two (2) awards of $3,000 per student.
Eligibility: These awards are for the dependent children
of active uniformed members of the service who have
been admitted or are attending graduate schools in
various medical and dental related elds. Final recipients
will be chosen on the basis of nancial need, academic
achievement, and an interview. Recipients will not be
eligible for furture awards. The awards will be presented

Scholarship Fund
The Visiting Nurse Service of New York Scholarship
Fund is for the education of children of New York City
uniformed personnel who have died in “non-line of
duty” incidents. Scholarship awards will be based on
academic excellence, financial need, and career
interests. The amount of funds available for the
scholarship vary from year to year, as well as the
number of scholarships awarded. Priority will be given
to students in the health sciences, however, all who
meet the eligibility requirements are encouraged to
apply.

Writing a Personal Statement
Personal statements are usually required when
requesting consideration for a scholarship or
admission to a school. Here are some
recommendations on how to prepare a personal
statement:
Be yourself and not the ideal applicant.
Address the school’s unique features that
interest you.
Provide the reader with insight into what
drives you to excel.
Evaluate experiences, rather than describe them.
Strive for substance rather than content.
Avoid repeating information found on the
application.
Do not complain about the circumstances in
your life.
Do not talk about money as a motivator for
your academic choice or career goals.
Do not use technical language or uncommon
words
Do not remind the school of how reputable or
prestigious they are.
Proofread document carefully for grammatical
and structural errors.
The context of a personal statement should be as
unique as its writer, within limitations. Before you
begin to write, assess your ambitions, successes,
limitations and experiences. Ask yourself and answer
some of the following questions:
What details of your life might set you apart?
What are your career goals?
How did you learn about the eld you will
pursue?
What is distinctive, special, or impressive about
you or your life?
What are some of the compelling reasons you
should be selected?

Entrance Examinations
GRE
The Graduate Record Examination (GRE) is not
required for admission to all graduate programs or
schools. The schools and programs which require GRE
scores will provide their own minimum passing scale.
The GRE examination is made up of two parts. The
rst part, called “The General Test,” is designed for
general admission into a school and is divided into
three sections: verbal, quantitative, and analytical
writing. The second part, called “The Subject Test,”
is designed for entry into a particular program within
a school. The total GRE scores are valid for five
years.
The GRE examination is given year-round at
computer-based test centers in the New York City
area. Paper-based exams are available several times a
year. Prospective students must register to take the
test. Students are advised to use available preparatory
programs in advance.

GMAT
The Graduate Management Admission Test (GMAT)
is required by most business schools and Master of
Business Administration programs as part of their
evaluation process for admission. The GMAT is a
computerized examination made available in test
centers where prerequisite registration is mandated.
The GMAT score is valid for 5 years.
The GMAT is made available fty-two (52) weeks a
year. Preparation for the examination will take time
and preparatory programs are available.

LSAT
The Law School Admission Test (LSAT) is the most
important admission element of any law school.
Minimum entrance LSAT scores vary between each
school. Most of the examination is comprised of
multiple choice questions; however, an essay is
included. The test is made available every February,
June, October and December.
LSAT preparatory programs are available and
recommended.

Eliciting Recommendations
Letters of recommendation are part of the evaluation
process for all New York City Police Department
scholarships. Admissions offices in colleges and
universities, as well as sponsors who provide
scholarships, also consider letters of recommendation
as a requirement of their selection process. When
eliciting a recommendation, select someone who is
knowledgeable about your skills and abilities and
who will write a favorable letter.
Submitting a well composed reference letter along
with your college application could have a positive
impact on the admissions committee during the
admissions process. Two frequently used types of
reference letters are the academic and non-academic
reference letters.
Academic letters of recommendation are provided
by past or present instructors, professors or a faculty
member of a school. Their observations and tangible
evidence of work assignments will help elaborate
strengths and potential for future academic pursuits.
A non-academic letter of recommendation is usually
obtained from an immediate supervisor (past or
present), religious leader in a house of worship,
elected officials, community activists, or sport
coaches. Each may provide first hand, in-depth
character witness statements highlighting the
prospective students’ experiences, skills, and
contributions made character traits, and how they
relate to the merit of a scholarship or admission into
a school.
Before approaching anyone for a letter of
recommendation, make sure it is someone who can
honestly state, from personal experience, the reasons
you are qualified for consideration. Willing
participants will offer their personal time to compose
your letter. The letter of recommendation should read
as a personal and honest character assessment by the
writer.

Many books offer information about colleges and
universities. Below is a list of most of the popular
titles, although it is by no means exhaustive. Most
public libraries carry these books or similar titles.
Information about colleges and universities can also
be obtained via the Internet. Some of the publishers
and schools maintain websites. If you do not have
Internet access at home, you may be able to access
this information at the Police Academy’s Education
Resource Center or your local library.
Finally, remember that these books and others like
them are general guides. Once you have narrowed
your search to a few specic schools, get as much
information from the schools in question as
possible, and you should plan to visit the schools
and ask pertinent questions.
